CERTIFICATION
Please Note: If your business is certified by Delaware Department of Transportation (DelDOT), City of Wilmington, Minority Supplier Development Council (MSDC), Women Business Enterprise National Council (WBENC), Pennsylvania Unified Certification Program (PA UCP), Maryland Department of Transportation (MDOT), and the Pennsylvania Department of General Services Minority/Women Business Enterprise there is a specialized application. You must also attach a copy of your certification and mail all documents to the OMWBE.

Certification is the process by which the M/WBE office reviews and investigates applicants who seek to participate in state contracting and procurement to determine that they meet the M/WBE requirements.
Certification includes factors such as the legitimacy of ownership, management and control of firms applying for the M/WBE status. This area also maintains and distributes the directory, which is issued to all state and local government agencies and reports to the Governor and the General Assembly on the status of minority and women participation in state contracts and purchasing.
Firms wishing to become certified may attend a quarterly Pre-Certification Workshop, although attendance is not mandatory for Certification. Pre-Certification workshops will be given in conjunction with the Selling to State Government training sessions.
In order to become certified through the office of M/WBE one must fall within one of the following criteria.
![]() | Minority-owned business enterprise means a business enterprise of which at least 51% is owned by minority group member, or, in the case of a publicly owned enterprises, a business enterprise in which at least 51% of voting stock is owned by minority group members; or any business enterprise that is approved or certified as such for purposes of participation in contracts subject to minority business enterprise requirements involving federal programs and federal funds. |
