Welcome to the Office of Minority and Business Enterprise (OMWBE) web site.
The Office of Minority and Women Business Enterprise was established in November, 2001. Our mission is to increase the opportunity for minority and women owned firms to sell their products and services to the State of Delaware. The question I ask of all the businesses is what’s your competitive advantage? What do you feel your company does better than any other company? Quality? Speed? Technology? My office’s competitive advantage is the ability to research and identify business opportunities. That’s the service I offer all businesses interested in doing business in the State of Delaware. Please utilize my office and the web site. I also encourage you to provide feedback for areas of improvement, barriers and successes. Lastly, technology plays an important role in increasing the effectiveness of any organization. I strongly support this concept and encourage all businesses to keep current updated email addresses for bid opportunities, strategies and all other relevant information.
About the Director
Prior to joining OMWBE Jay worked for over ten years in various positions of increasing responsibility within sales, marketing, management, training, supply chain management and customer service for some of the country's largest corporations and government agencies. Process analysis, marketing, small business consulting and increasing supplier diversity are some of his passions. Jay can be described as the consummate researcher, who is always attempting to increase supplier diversity within state procurement. Jay holds a Bachelors degree of Science in Business Administration from Morehouse College, a Masters of Business Administration degree from Arizona State and is completing his dissertation for his PhD in Organizational Leadership and Development.
